KÜTAHYA DUMLUPINAR UNIVERSITY ADVANCED TECHNOLOGIES DESIGN RESEARCH DEVELOPMENT AND APPLICATION CENTER REGULATION

FIRST CHAPTER

Purpose, Scope, Support, and Definitions

PURPOSE

ARTICLE 1-(1) The purpose of the regulation; rules and procedures about Kütahya Dumlupınar University Advanced Technologies Design Research Development and Application’s aims, fields of activity, governing bodies, and tasks of governing bodies regulate.

Scope

ARTICLE 2-(1) The regulation; provision about Kütahya Dumlupınar University Advanced Technologies Design Research Development and Application Center’s purposes, fields of activity, governing bodies, tasks, and manner of work of governing bodies consist.

Support

ARTICLE 3-(1) The regulation; based 4/11/1981 dated and 2547 numbered Higher Education Law is the 7th article the first article is (d) article’s (2) numbered sub-article with the 14th article prepared.

Definitions

ARTICLE 4-(1) In the regulation;

a) Unit Supervisor: An academic personnel is responsible for Center Units,

b) Consultative Committee: The Consultative Committee of Center,

c) CENTER (DPU-İLTEM): Kütahya Dumlupınar Unıversity Advanced Technologies Design Research Development and Application Center,

ç) Center Units: Established research and design laboratories in the Center,

d) Manager: The Director of Center,

e) Assistant Manager: The Assistant Manager of Center,

f) The Rector: The Rector of Kütahya Dumlupınar University,

g) Senato: The Senato of Kütahya Dumlupınar University,

ğ) University: Kütahya Dumlupınar University

h) Board: Central Board of Directors, explained.

SECOND CHAPTER

The Purpose of Center and The fields of activity

ARTICLE 5- (1) The purpose and fields of activity of the center are:

a) Providing laboratory facilities by supplying the needed advanced research machine and devices for researchers in all university units provides laboratory facilities.

b) The standard requirement of university units is advanced research machine and device supplying, Ar-Ge units related to Center use concurringly.

c) Other universities, institutes, research centers, techno cities, researchers in industry and public establishments provide benefits, the supplementation of the necessities test, analysis, and measurements for national and international projects with the opportunities of the center, writing reports, and comments.

ç) To direct analyses and tests that cannot do in the Center.

d) To organize seminars, courses, education, and certificated education by collaborating with Kütahya Dumlupınar University Education Centers and other units about the center’s activity of field topics.

e) To collaborate the inside and outside of the country-specific public and private research establishments and centers, exchange information, supply the financial sources for advanced technology projects, and increase the possibilities of qualified projects in University.

f) Scientific and technical results and data at the end of research, design, and application studies express reports for problems, bulletın, project, book, article, journal, and such broadcasting activities.

THIRD CHAPTER

Center Units and Unit Supervisor

Center Units

ARTICLE 6- (1) The units; modern test and analysis instruments take place on scientific researches, education, test and analysis laboratories for universities, public institutions, and working industry researches.

Unit Manager

ARTICLE 7- (1) Manager as a unit Manager operates activities in Center units, and one of the assistants of the Manager is responsible for coordination. When there is necessary time, the Rector with the proposal of Manager places the instructor of the university as an academician and responsible personnel at Center units for the technical working of devices, the development of methods, and the topics that require expertise.

CHAPTER FOUR

The Center’s Managing Bodies and Tasks

The Center’s managing bodies

ARTICLE 8- (1) The Center’s managing bodies are:

a) Manager

b) The management

c) Consultation

Manager

ARTICLE 9- (1) Manager; between the staffed faculty members task from the Science and Engineering Faculties of University for three years. When the Manager task period completes, the Manager can task again.

When Manager cannot work for more than six months, the task ends, and the new Manager tasks. When the Manager cannot work for less than six months,  one of the Manager assistants replaces by the Manager. The Manager is responsible for all activities of the center against the Rector.

ARTICLE 10- (1) Manager tasks are in the followed:

a) To represent of center, to preside for board meetings, to run the central business under the Board of Directors’ supervision and control by using opinion and recommendations.

b) To prepare for a short, middle,  and long strategic plan and after the Advisory Board’s confirmation and acceptance is,

c)  To present the Center’s yearly activity report and done a year later work Schedule until every year’s at the end of January for the Board of Directors and after the confirmation is

ç) The proposal to the Rector for the task of the Assistance of The Director.

d) The proposal to the Rector for the task of the Advisory Board

e) To run a person’s disciplinary and personal business at provisions that are not.

f) The use of Center units from the the university personnel and the preparation working instruction of the units are related to the working principle and the preparation of the required instructions.

g) The arrangement and running of Center units and

ğ) To invite the board of Directors for the usual and unusual meeting and prepare the agenda of the meeting.

h) Rector will give other tasks

Board of Directors

ARTICLE 11- (1) Board of Directors; It consists of a Director and seven members, including six members appointed by the Rector from among the lecturers of the University by the field of activity of the Center.

Rector tasks the members of the Board of Directors for three years. Mission time completed, the members of the Board of Directors can task again. Term of Office completed or leaving before the term of office in any way, members who fail to attend the Board of Directors meetings twice consecutively without an excuse terminate their duties. Leaving before the term of office or replacing members who assign outside the University for more than six months, new ones are assigned with the same procedure to complete the remaining period. The board of directors’ tasks finishes with the Manager is the end of the term of office. The assistants of the Manager can attend the meeting of the Board of Directors without voting rights.

(2) The Board of Directors is collected with by absolute majority. In case of lack of the majority of votes, the Manager’s vote is decisive.

Board of Directors tasks

ARTICLE 12- (1)  The tasks of the Board of Directors are:

a) Necessary decisions on related the Centers working principles, functioning, and their personnel’s

b) The Manager prepares the yearly working reports, and The Rector confirms the report as the evaluation results.

c) To prepare a working program for one year later by evaluating the Manager and Advisory Board’s opinion and recommendations.

ç) To take a decision related to the Centers of purposes and activity fields.

d) To discuss and decide the Center’s yearly budget draft.

e) Necessary regulation and directive drafts preparation for Senato’s confirmation

f) The decision about topics that are proposed by the Manager

g)The decision about topics that the Manager proposes the occurrence of the Board of Directors for Rector’s confirmation

Advisory Board

ARTICLE 13- (1) Manager and the Manager’s assistants are natural Advisory Board members. The Advisory Board; Natural members of Kütahya Dumlupınar University and other universities who can benefit from their knowledge and experience in scientific and technological research and applications, consisting of public institutions and organizations and private sector officials, the proposal of the Director, at least fifteen years selected for three years with the approval of the Rector. It consists of at most thirty members. New members appoint instead members who are leaving before the term of office without any reason. 

The tasks of Advisory Boards finish with the Manager’s term of office.

(2) It convenes at least once a year without seeking absolute majority with the head of Advisory Boards, Rector or to be tasked the assistance of Rector.

The tasks of the Advisory Board

ARTICLE 14- (1) The tasks of the Advisory Board:

a) To express all kinds of suggestions regarding the functions of the Center in increasing the scientific and technological potential of the University and providing an opinion to the Board of Directors on the measures and the applications

b) To make evaluations are related to the Center’s studies for recommendations

c) Opinion and recommendation for the facilitation of Center’s national and international the connection about the supplementary between other universities, industry and related institutions collaboration and coordination topics

The assistants of the Manager

ARTICLE 15- (1) Two assistants of the Manager tasks with the Manager’s proposal by the Rector. One of the Manager’s assistants, running the Center’s unit activities and coordination, other is for administrative and personnel works, among University teaching staff, are selected to assist Manager. In case of Manager is the term of job completion or leaving the job for any reason, the assistants’ of Manager and proposing Center Manager’s tasks finish. A new assistant tasks in the same manner instead of the Manager who left the job to complete the remaining time. The assistant Manager who is the completion of the term of job can task again. When Manager is not on duty, one of the assistants of the Manager substitutes for the Manager. In the case of the Manager is not on duty, the assistant serves on behalf of Manager. One of the Manager’s assistants attends a meeting that does not attend by the Manager and the assistants of the Manager substitute for the Manager for six months.

The tasks of assistances of the Manager:

ARTICLE 16- (1) The Manager gives the tasks:

a) The tasks are given by the Manager

b) Board of Directors and Advisory Board’ the meetings of the secretariat

c) To run a responsible business under the Manager’s supervision and control 

CHAPTER FIVE

Different and Last Provisions Center is the requirement of good and services.

ARTICLE 17- (1) The needs of the Center’s goods, services, devices, equipment, and consumables carry out within the 4734 numbered Public Procurement Law framework.

The personnel requirement

ARTICLE 18- (1) Center’s academic, technical and administrative personnel requirement; It covers by the personnel appointed by the Rector according to the ARTICLE (b) of the 13th article of the Law numbered 2547.

Equipment and fixtures

ARTICLE 19- (1)  All kinds of tools, equipment, equipment, and fixtures that do not wash in the Center allocate to the Center services.

Advisory Service

ARTICLE 20- (1) Center; It can receive consultancy services from real or legal persons for a certain period on jobs that require special knowledge, expertise, and experience to produce better quality service within the scope of carrying out its activities. Consultancy regulations record with a standard protocol by arranging.

Situations with no provisions

ARTICLE 21- (1) In cases where there is no provision in this Regulation, other relevant legislation provisions, Kütahya Dumlupınar University Board of Directors Decisions and Kütahya Dumlupınar University Senate Decisions applies.

Regulation that abolished

ARTICLE 22- (1) The Dumlupınar University Advanced Technologies Design, Research, Development and Application Center Regulation published in the Official Gazette dated 30/3/2012 and numbered 28249 abolish.

Operation

ARTICLE 23- (1) This Regulation takes effect on the date of its publication.

ARTICLE 24- (1) This Regulation executes by the Rector of Kütahya Dumlupınar University.
